Deterrence, once forfeited, leads progressively to reactive foreign policy. Having ignored entreaties to establish a credible deterrent in the Middle East late last year, the Biden Administration is now backed into a reactive corner that gives few good strategic alternatives and little hope of reversing a budding regional war across the Levant. The military options all look bleak.
